DUTIES OF HUMA RESOURCE OFFICER (ADMINISTRATION DEPARTMENT)

  1. Interpretation and implementation of the public service Acts, Public service codes of conduct, professional codes of conduct, staff Regulations standing orders, Directives, landlines and places in the district.
  2. Efficient management of council staff appointment, confirmations and promotions
  3. Making preparations for vacant posts advertisement, applicants short listing and interview procedures for short – listed applicants.
  4. Proper induction of newly recruited staff
  5. Maintaining accurate and up to date council staff investor and staff skills inventory
  6. Ensuring proper staff allocation and full utilization at work places
  7. Ensuring accurate ant timely remuneration of staff according to relevant official salaries and wages structures
  8. Supervision and monitoring completion of mid-year and of yea staff OPRAS forms
  9. Ensuring existence of conducive industrial relation in the council between management team, Trade unions and staff.
  10. Management of staff identify cards and loans matters
  11. Ensuring existence of proper human relations at work among all level of staff
  12. Accurate and timely management of staff statutory contributions and employees staff statuary contributions such as LAPF, PSPF, NSSF, PPF
  13. efficient accurate and timely management of staff disciplinary matters in accordance with latest public serves Acts, Regulations, codes of conduct and professional codes of conduct ad labour lows
  14. efficient management of staff retirements, medical discharge, voluntary discharges and disciplinary discharges.
  15. Preparation of management succession place
  16. Conducting research on staff requirements and sources of staff availability
  17. Preparation of annual staff emoluments budget (PE)
  18. Proper  implementation of schemes of service
  19. Preparation and efficient administration of annual staff level rosters
  20. Efficient management of staff welfare matters such as, health matters, sickness, issues, burial matters and leave travel.
  21. Preparation and implementation of productivity based staff incentive schemes
  22. Preparation of monthly, quarterly, half year and end of year personnel reports
  23. Making preparation for smooth staff separations and preparing staff for separations through retirement and staff retirement counseling of staff with problems
